Revision 06 · Changed

Principle Three clarified: floors govern process, trends govern outcomes

· v0.2

Was

Floors, not targets, with nothing said about which measures can carry a floor.

Now

Procedural cells take real floors. Outcome counts are disclosed with their trend and never targeted.

What changed

A subsection now sits under Floors, not targets on the principles page. It is a clarification of an existing principle, not a new one: there are still five.

Why

Exposure is the condition that forced this rule, and it applies across all six.

Outcome counts (error counts, adverse decision counts, override rate) cannot take a floor. A floor on them is either incoherent (you cannot promise to reject fewer people) or perverse (a minimum override rate manufactures spurious overrides).

This keeps Principle Three intact rather than bending it: setting a direction as a target is exactly the maximised metric that gets gamed. Publishing the direction is not.
